BOONE, ENGINEERING OPERATI NS MANAGER, <br />DIVISION OF UTILITY SERVICES 4Q. <br />SUBJECT: WEST COUNTY SCHOOL - CITY OF VERO BEACH <br />BACKGROUND <br />The proposed West County School is to be located on 8th Street west of 43rd <br />Avenue. To most economically serve utilities to the facility, a joint effort <br />between Indian River County and the City of Vero Beach will be required. <br />ANAI YC I C <br />County Utilities has an 18 inch water main along 8th Street with which water <br />service will be provided. The County has no wastewater collection system in <br />the area at this time, although the City of Vero Beach can provide wastewa <br />service with the construction of an onsite lift station and force main to',.. <br />existing manhole just east of 43rd Avenue, as depicted on the attached aerial. <br />As the County's wastewater collection system is expanded into this area, the <br />school will be required to abandon connection to the City of Vero Beach <br />wastewater system and connect to the County's wastewater system and pay all <br />required connection and impact fees. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve servicing <br />water and wastewater to the proposed West County School on a cooperative basis <br />as outlined above, until County wastewater service is available. <br />Director Pinto reported that the School Board has asked if <br />the County Utilities Department has any objection to the proposed <br />west county school receiving temporary wastewater service from <br />the City of Vero Beach. In talking to the Planning Department, <br />he found that they have not been advised of the site plan for the <br />new school as yet, and while Utilities does not have any <br />objection, we certainly will not circumvent this issue going <br />through the Planning Dept. He asked for the Board's <br />authorization to reply to the School Board that we will address <br />this issue when it goes through Planning 8 Zoning. <br />Chairman Scurlock advised that under the new State <br />requirements the school boards are required to coordinate their <br />capital improvement programs with the county planning <br />22 <br />
