Zito, Assistant County Administrator /� <br />Date: February 8, 2016 �� <br />Subject: Termination of Lease Agreement for 16t1i Street Ballfields and Preliminary Needs <br />Assessment. <br />DESCRIPTION AND CONDITIONS: <br />At the meeting of February 2, 2016, the Indian River County Board of County Commissioners <br />("Board") directed Staff to see if the Indian River Sports Complex Inc. (the "Tenant") would be <br />amenable to terminating the 16th Street Sports Complex lease ("Lease"). The Board also directed Staff <br />to return to the Board on February 16, 2016 with a cost estimate for the County to assume operations at <br />the Complex. Earlier this year, the Board also directed Staff to begin the process of conducting a <br />ballfield needs assessment in Indian River County. <br />Attached is a Termination of Lease Agreement, which terminates the Lease on June 1, 2016. During the <br />wind down period between February 16, 2016 and June 1, 2016, the County will resume mowing <br />operations at the Complex. The Tenant will continue all other programming and maintenance <br />operations at the Complex until June 1, 2016. <br />ALTERNATIVES AND ANALYSIS: <br />The majority of youth baseball in Indian River County is organized under the Cal Ripken system. Cal <br />Ripken is the "little league" division of Babe Ruth Baseball, Inc. and a growing alternative to the <br />traditional Little League, Inc. model. The County also offers youth baseball programming and the <br />Gifford community has a long-standing charter with Little League, Inc. <br />The Tenant owns and holds the local Charter for the Cal Ripken League and intends to continue <br />programming operations accordingly during the remainder of and beyond the termination of Lease. The <br />Tenant informed staff that the complex is now primarily utilized for practices only, and that the games <br />played under the Cal Ripken League Charter are played at Michael and Thompson fields owned by the <br />City of Vero Beach and the School Board, respectively. The current Cal Ripken youth baseball season <br />will not be disrupted by the termination of the lease agreement. In order to ensure that the termination <br />does not interfere with the current Cal Ripken season, the County has committed to mow the fields twice <br />a week and mow the common areas once a week. Based upon this contribution from the County, the <br />Tenant has committed to completing the current season.
