PRELIMINARY NEEDS ASSESSMENT: <br />Once the Lease is terminated, the future of the complex will depend on the Board's preference to make <br />the complex available for sale, lease, or continued operation by the County. Since receiving direction <br />from the Board on February 2, 2016, County Staff has been in contact with the School Board Staff in an <br />effort to resume a dialogue regarding the sale of the complex to the School Board. Therefore, a <br />discussion related to the County's ballfield needs assessment will be most informative after the future <br />use or disposition of the complex has been settled. <br />Once the disposition or retention of the complex is determined, Staff will return to seek more formal <br />direction following an updated discussion regarding the assessment of ballfield needs in Indian River <br />County. <br />FUNDING: <br />On July 25, 2013, the Parks Division of General Services in consultation with the Office of Management <br />and Budget estimated the annual costs to maintain the complex including Vero Beach electric, <br />chemicals, and equipment to total approximately $25,000 annually. This cost estimate excludes the cost <br />of labor since positions were eliminated as a direct result of the Lease. The approximately 1.5 full time <br />employees were reassigned to contribute to the service impact caused by the earlier personnel reduction <br />during the economic downturn. The prorated cost to complete maintenance operations from June <br />through September is estimated at $8,000, which will be absorbed into the 2015/16 fiscal year Parks <br />Division's operating budget in the General Fund.
