• Co-authored a hazard identification study of Remote Control Locomotive <br />operations and technology. <br />• Directed an in-depth FRA analysis of railroad safety data, identifying risk <br />factors and chronic problems. Persuaded top level railroad executives, rail <br />labor leaders, and railroad suppliers to work with FRA in initiating and <br />executing industry -wide safety programs. <br />• Led a 48 -member FRA Rail Safety Advisory Committee to assist FRA in <br />developing nine new safety regulations, and several proposed regulations, <br />including the agency's first performance-based regulations. <br />• Led FRA initiative to develop safety guidelines for remote control <br />locomotive technology and led industry -wide task force oversee the safe <br />implementation of remote control locomotive technology. <br />• Created FRA's first formal Fatigue Mitigation Program and personally led <br />the adoption of fatigue mitigation programs across the railroad industry. <br />• Convened a combined task force of industry and union leaders to work with <br />FRA in reducing accidents in train yard/switching facilities—lead to a 50% <br />reduction in fatalities and an 18% reduction in accidents. <br />• Initiated Safety Compliance agreement with CSX that lead to large decrease <br />in track caused train accidents. Lead a large scale safety assessment of <br />Union Pacific that helped reduce the number of rail fatalities by 75 % in one <br />year. <br />• Led FRA in creating an exchange program with Japan Central Railways. <br />Led rail safety exchanges and meetings with railway officials from Russian <br />Federation, Australia, UK, India, Poland, Romania, Iraq, Nigeria, People's <br />Republic of China, and Japan. <br />2004 -Present President — Triad Railroad Consulting <br />Norwich, CT <br />Provide executive direction to a multi -disciplined team of affiliated railroad safety and security <br />experts in the following rail related areas: safety and security risk assessments and hazard <br />analysis, regulatory compliance, safety and security research, accident investigation and <br />analysis, litigation consulting. <br />RESULT • Facilitated multi -disciplinary hazard analysis/risk assessment of railroad <br />signal system and highway -rail grade crossing systems for a new start <br />commuter rail operation in Texas <br />• Conducted a comprehensive safety assessment of switching operations on a <br />railroad in Kazakhstan that is the world's largest crude oil carrier and has <br />94% of its traffic in hazardous materials. <br />• Developed and conducted rail safety training classes for switching <br />operations and railcar inspections. <br />• Co-authored a hazard identification study of Remote Control Locomotive <br />operations with a lead railroad expert who has published more than 100 <br />books and articles on railroad safety and operations. <br />• Railroad accident analysis in cases involving Federal regulatory compliance, <br />operating and safety rule compliance, remote control Locomotive <br />96 <br />
