Operations, signal operations, highway -rail grade crossings, switching <br />activities and safety appliances. <br />1997-2004 Associate Administrator for Safety — US Government Senior Executive Service <br />Federal Railroad Administration — Washington, DC <br />Provide nationwide leadership in building alliances to plan and implement strategies and <br />formal regulations to improve railroad safety throughout the United States. Provide frequent <br />consultation with union and industry leaders worldwide. <br />RESULT • Successfully led an industry -wide effort for adoption of fatigue mitigation <br />policies—including the first railroad policy that gives train crews at least <br />one day each week of guaranteed rest. <br />• Chaired FRA safety inquiry into remote control locomotive technology and <br />led FRA team that issued the FRA's first recommended safety guidelines for <br />the operation of remote control locomotives. Subsequently organized and <br />led an industry -wide task forces to oversee the safe implementation of <br />remote control locomotive technology. <br />• Led FRA Grade Crossing Safety Program and initiated a Law Enforcement <br />Liaison Program in FRA Regional offices, sponsoring local police to <br />promote safety laws for highway -rail crossings Grade crossing accidents <br />fell 24% and crossing fatalities fell 28% during this period. <br />• Led an FRA study of the safety of the Amtrak railroad tunnels into New <br />York City and testified about tunnel safety at hearing for.New York State <br />Senators. <br />• Studied German joint freight/transit rail operations in using the same rail <br />line, in preparation for promulgation of a new FRA policy on shared use of <br />railroad track between light rail transit operator and freight railroads. <br />Authored the rail safety segment of a pioneering Federal Transit <br />Administration report on this issue. <br />• Founded the Switching Operations Fatality Analysis (SOFA) task force of <br />industry and union leaders which worked with FRA in reducing train yard <br />accidents and switching facilities—led to a 50% reduction in fatalities and <br />an 18% reduction in accidents. <br />1995-1997 Railroad Safety Project Coordinator — GS -15 <br />Federal Railroad Administration — Cambridge, MA <br />Served as FRA Project Coordinator on Amtrak and the Long Island Railroad, NY, the largest <br />commuter railroad in the country. Conducted large scale assessments of passenger rail <br />operations and safety. Directed development and implementation of action plans to improve <br />passenger rail and highway -rail grade crossing safety. <br />RESULT • LIRR grade crossing failures reduce by 2/3rds, employee injuries fell 23% <br />• Amtrak employee injuries declined 30%. <br />Led trips to Japan and Germany for investors exploring state-of-the-art rail <br />technology, including Magnetic Levitation (MagLev) technology, led to U.S. <br />investments in MagLev. Worked with Japan Ministry of Railways and U S. <br />Embassy to obtain previously unreleased documents that established <br />Japanese safety requirements for MagLev. <br />97 <br />
