PROCLAMATION <br />HONORING LEROY SMITH <br />WHEREAS, Leroy Smith began his distinguished career in Law Enforcement in June, 1986, as a <br />Correctional Officer for the Indian River Correctional Institute, transferring to the Indian River County Sheriffs <br />Office as a Deputy in the Uniform Patrol Division, working his way up the ranks from Detective in the Special <br />Investigations Unit, to Sergeant, Lieutenant and First Lieutenant, as the first and highest ranking African <br />American officer in Indian River County, and earning Officer of the Year Awards in 1989 and 1990; and <br />WHEREAS, Leroy served on the Board of Directors for the Gifford Youth Activity Center, Substance <br />Abuse Council of Indian River County, the United Way, and The Hibiscus Children's Center; and <br />WHEREAS, Leroy was instrumental in chartering the Gifford Central Little League Baseball Program <br />and beginning Family Fun Day, Midnight Basketball, Self -Defense and Martial Arts programs for women and <br />youth in Gifford, thus earning him the Life Saving and Grand Cordon Award in 1995; and <br />WHEREAS, Leroy worked tirelessly to improve Indian River County through his efforts in working with <br />Federal Drug Enforcement, establishing the Community Oriented Police Enforcement effort, implementing the <br />Serious Habitual Offenders for Comprehensive Action Program providing a needed conduit between the <br />residents of Gifford"and the Sheriff's office, and the Problem Oriented Policing Program; and <br />WHEREAS, on March 14-2014, Leroy retired from the Sheriff's Office, later being rehired by the <br />Sheriff's Office as a Background Investigator and is currently a NITV Advanced Examiner in Truth Verification <br />and Testing Techniques and continues his journey to serve and protect. <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, that this Proclamation recognizes the historic accomplishments of Leroy <br />Smith in civil rights and public service who will be forever revered as a pioneer to African Americans for <br />generations to come. <br />Duly adopted this 16" day of February, 2016. <br />BOARD OF COUNTY COMMISSIONERS, <br />INDIAN RIVER COUNTY, FLORIDA <br />Bob Solari, Chairman <br />J e h E.
