Baird; County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />THROUGH: <br />Stan B ng, AIq P; ommuni Development Director <br />FROM: <br />Scott McAdam, Building Official <br />DATE: February 10, 2016 <br />SUBJECT: Request to Waive Bid Process for Supplemental Building Inspection Services <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of February 16, 2016. <br />DESCRIPTION & CONDITIONS <br />On February 2, 2016, the Board of County Commissioners (Board) authorized a budget amendment <br />in the amount of $250,000 to cover supplemental building inspection services from various <br />companies. The County does not have existing bid awards with any such companies, and therefore is <br />limited to authorizations of $50,000 per company unless the Board waives the bid process. Because <br />it is anticipated that authorizations per company will exceed the $50,000 limit, staff is seeking Board <br />approval to waive the bid process for qualified supplemental building inspection service providers. <br />ANALYSIS <br />The Building Department has seen a gradual, but steady increase in permits over the past year. This <br />has created the need for increased inspections which is unable to be met by current staffing. The <br />County has advertised and diligently searched for additional inspectors for the past 5 months, <br />without success. At the recent Florida Association of Counties meeting, it was confirmed that many <br />Florida counties are in the same difficult hiring situation. Thus, it is anticipated that the County will <br />need to continue relying on supplemental inspection services. The County has been using the <br />services of GFA International by piggy backing off of a contract for inspection services with the <br />Town of Jupiter, and is also using the services of MT Causley for supplemental inspections on a <br />purchase order basis. Staff has also learned that other counties that did go out for bids for <br />supplemental inspection services have had to cancel or abandon contracts as service providers have <br />not been willing/able to abide by the contracts. <br />M:\AGENDA\Current Year\2016\Request to Waive Bid Process for Supplemental Inspection Services 021616.docx <br />59 <br />
