Such a procedure would be as follows: <br />Optional Procedures for Large -Scale Developments: <br />1. (optional) Pre -application conference <br />2. (a) Applicant submits conceptual PRD plan and follows <br />existing steps "2Bl-4B11, or <br />(b) Applicant submits conceptual PRD plan and a preliminary <br />PRD plan (such a plan would not include a site plan) and <br />follows existing steps 112A -4A". <br />I ry <br />(NOTE: proposed amendment (3) would allow preliminary PRD plans <br />for large-scale PRD's to be approved without site plans) <br />3. Applicant t <br />satisfies all <br />conditions included in proposed <br />amendment (4). <br />4. Applicant transfers development tracts to other parties <br />(developers, not ultimate users). - <br />5. Parties(developers) ( evelopers) submit site plans for development <br />tracts, site plan approval obtained. <br />6. A lic t <br />pp ant now has land development permit and site plan <br />approval and is eligible to obtain building permits. Resume <br />normal procedures, beginning with step 7A or 7B under <br />Existing PRD Procedures" (see previous page). <br />Planner Boling stated that everything discussed at the April <br />4th workshop is in the ordinance with the exception of Section 8. <br />They have some clarifications re the existing process. He noted <br />that they worked with the attorneys to alleviate some concerns <br />that came out at the workshop, i.e., what if someone gets <br />conceptual plan approval for a large piece of property and then <br />sells off a piece of it - does the person who buys it have to <br />comply with the conceptual plan? Sec. 8 deals with this and <br />makes it mandatory that they assume the obligations of the <br />conceptual plan or else come before the Board to amend it. <br />Commissioner Bowman wished to know if there is any time- <br />frame or do these things drag on forever. <br />34 <br />M - <br />
