JUS 18 196 <br />BOOK 64 F�- 74.8 <br />noted that Commissioner Bird has worked extremely hard in the <br />recreation area, and he believed we have put more parks and <br />recreation improvements in that particular area than anywhere <br />else in the county. Chairman Scurlock believed that the comment <br />probably resulted as some backlash from the community because of <br />their problems with the drug situation, but he wanted to make a <br />statement to correct the record. <br />Commissioner Bird agreed with the Chairman's statement, and <br />he believed the majority of the people in Gifford would also. <br />Commissioner Lyons further pointed out that street lights <br />were another area improvement. <br />Commissioner Scurlock believed, on the other hand, that the <br />Gifford community has shown a more progressive attitude of late, <br />especially with the 9.2 million bond issue, which is not a free <br />ride. They put pressure on us to expand this project within <br />their community; they are trying to improve their community, and <br />he felt they are to be commended for their attitude. <br />Attorney Vitunac addressed the first proposed Resolution and <br />handed out a revised version, which he explained contained minor <br />technical changes. He introduced Charles Sieck of Rhodes & Sinon <br />and Art Diamond of M. G. Lewis & Co. <br />Mr. Sieck explained that this resolution is pursuant to the <br />FmHA Letter of Intent. It is the implementing Resolution to <br />issue the bonds pursuant to the ordinance, and it is pretty much <br />FmHA acceptable standard bond materials. FmHA has required that <br />interim financing be undertaken, which requires the project be <br />built prior to FmHA agreeing to buy the bonds, and this is where <br />the second Resolution re the Bond Anticipation Notes comes in. <br />The proceeds of the notes would be used to build the system, and <br />upon its completion and approval by FmHA and relevant agencies, <br />the bonds then would be issued and purchased by FmHA and the <br />proceeds of the bonds would be used to retire the notes. <br />Attorney Vitunac advised that the second Resolution has had <br />the same technical changes as the first.
