As in the past, all expenditures will be substantiated <br />by monthly voucher requests submitted by this agency. <br />Through careful management planning, selective equipment <br />purchases and the elimination of reimbursement of certain costs, <br />I have succeeded in making substantial reductions in my operational <br />costs. These administrative decisions have resulted in a sig- <br />nificant reduction for Indian River County under last year's <br />request. Our projections also indicate that the actual expenses <br />in the current fiscal year will also be significantly under our <br />approved budget. An explanation of'these reductions is attached <br />to our budget request <br />Unfortunately, in spite of diligent efforts on the part of <br />our entire legislative delegation, it is apparent that I will not <br />receive the necessary resources, either positions or funding, in <br />order to meet our workload requirement during fiscal year 1986-83 <br />commencing July 1st. <br />Upon expiration of the three existing special assistant public <br />defender contractson June 30, 1986, two of these attorneys will <br />be returned to our State payroll. This will give us three full- <br />time assistant public defenders filling authorized positions funded <br />by the State in order to handle the felony caseload in Indian <br />River County. The remaining two members of our staff in Indian <br />River County will be terminated at that time and we will no longer <br />able to provide assistant public defender coverage for misde- <br />meanors in the in'In;i,ian River Countv Court or in juvenile cases. <br />I am in the process of encouraging the courts to implement <br />assessment of liens in those cases where it is appropriate and <br />urging enforcement of these liens either through probation or <br />other appropriate action by the respective Boards of County <br />Commissioners. If these procedures are implemented, this should <br />permit employment of two attorneys or interns by the County <br />Legal Department to be assigned to our office to handle misde- <br />meanor and juvenile cases with virtually no fiscal impact upon <br />the taxpayers of Indian River County. <br />In view of the cooperative attitude previously taken by <br />your Board over the years, I would be more than willing to discuss <br />implementation of a responsible approach to this problem with <br />either the entire Board or your County attorney'if preferable. <br />I sincerely appreciate the assistance that I have received <br />from Indian River County during this past year in attempting to <br />overcome the problems created by the tremendous growth within the <br />treasure coast area. <br />nAr� <br />fr,ut 5 <br />LAW OFFICES OF <br />MARTIN COUNTY OFFIC i% <br />ELTON H.
