Assistant Administrator Zito reviewed the Fairgrounds <br /> alcohol permit fees for three groups: Private; For Private; <br /> and Nonprofit. He noted that the proceeds go into the <br /> Fairgrounds Improvement Fund. <br /> Commissioner O'Bryan deemed that the $500 alcohol <br /> permit fee for private entities was too high. <br /> Staff provided input on how the rates were structured. <br /> ON MOTION by Commissioner O'Bryan, SECONDED by <br /> Chairman Solari, the Board unanimously approved the <br /> $400 Fairgrounds Alcohol Permit Fee for private parties <br /> who rent the Fairgrounds. <br /> Discussion continued with regards to rentals of the acreage <br /> (parking area) outlying the Fairgrounds. <br /> MOTION WAS MADE by Commissioner O'Bryan, <br /> SECONDED by Vice Chairman Flescher, to approve the <br /> Fairgrounds Policy Manual including the template License <br /> Agreement, and direct staff to return to the Board with an <br /> updated fee structure and any recommended policy <br /> revisions, within six (6) months. <br /> County Conservation Lands Manager Beth Powell <br /> addressed the Board's questions about safety measures and <br /> Fairgrounds promotion. <br /> The Chairman CALLED THE QUESTION and the Motion <br /> carried unanimously. <br /> 11:24 2. He disclosed that the event will feature music and <br /> festivities over a 3-day period, and is proposed to be held <br /> on October 21, 2016, from 3:00 p.m. to 11:00 p.m.; October <br /> 22, 2016 from 10:00 a.m. to 11:00 p.m., and October 23, <br /> 2016, from 10:00 a.m. to 10:00 p.m. Mr. Zito pointed out <br /> that Subsection 205.08(3) of County Code (the Ordinance) <br /> mandates that a festival cannot continue for more than one <br /> eight-hour period without a twenty-four hour rest period <br /> before resuming. <br /> Board of County Commission Meeting Page 7 <br /> March 15,2016 <br />
