The Conservation & Coastal Zoning Management Element of the <br />Indian River Comprehensive Plan <br />Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region— <br />The <br />e ionThe Hutchinson Island Planning & Management Plan <br />The Indian River County Code of Laws and Ordinances <br />The proposed project is located in the City of Sebastian and is <br />therefore not within the jurisdiction of Indian River County. <br />Subsequently, the focus of staff review is on potential County <br />and regional impacts rather than site-specific impacts; and <br />in-depth field inspection of the project site was not conducted. <br />Chapter 16Q-20 of the Florida Administrative Code sets parameters <br />for private residential single docks located in the Indian River <br />Aquatic Preserve. Review of Section 16Q-20.04 (5) (b) , which sets <br />forth specific design standards and criteria for private single <br />docks, indicates that the project as proposed conforms to Florida <br />Administrative Code standards. <br />No dredging or filling is associated with the private single dock <br />project. In that respect, the project results in minimal <br />additional impact to an area where private single docks have been <br />previously permitted. <br />'?+-hough the extent of any impacts are not fully known at this <br />this and other proposed dockage projects in the Indian <br />River may result in negative cumulative impacts upon the Florida <br />Manatee. <br />Staff has not determined the extent to which the submerged <br />bottomlands of the proposed project area will be impacted; the <br />effect of Indian River development on ecologically valuable <br />seagrass beds should be considered. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comments regarding this <br />project to the Florida Department of Environmental Regulation: <br />1) The Department of Environmental REgulation and other <br />appropriate agencies should consider the potential <br />cumulative impacts of dockage projects upon the Florida <br />Manatee. <br />2) The Department of Environmental Regulation and other <br />appropriate agencies should evaluate the potential impact of <br />marina projects on ecologically significant submerged <br />bottomlands such as seagrass beds in the Indian River. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Wodtke, the Board unanimously (4-0) <br />authorized staff to forward comments to the DER <br />as recommended in the above memo. <br />13 BOOK 64 <br />JUN 2 5 1986 <br />
