Mille., REFERENCES: Stout <br />Chief, Current Development IBMIRD <br />Itis requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of July 2, 1986. <br />DESCRIPTION AND CONDITIONS <br />Weldon Stout, owner of Lot 7, Block "A" in River Trees <br />subdivision, has submitted a minor site plan as part of a request <br />for special exception approval of a guest cottage in the RS -6, <br />Single-family Residential Zoning District. The subject property <br />is located at 13700 Rufner Lane and is approximately 1.2 acres in <br />size. <br />Recently the applicant constructed a detached garage of approxi- <br />mately 1,000 square feet with the intent of including about 300 <br />square feet of the structure as a guest room and family <br />recreational area. The applicant has certified that the requested <br />guest facilities will never be rented and will be used solely for <br />guests. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Planning and Zoning Commission is to consider <br />the appropriateness of the requested use based on the submitted <br />site plan and the suitability of the site for that use. The <br />Commission then concurrently makes a recommendation to the Board <br />of County Commissioners regarding the special exception use and <br />acts on the submitted site plan. The County may attach any <br />conditions and safeguards necessary to assure compatibility of the <br />use with the surrounding area. <br />At their meeting of May 22, 1986, the Planning and Zoning <br />Commission considered Weldon Stout's request to construct a guest <br />cottage. The Planning and Zoning Commission voted to recommend to <br />the Board of County Commissioners that special exception approval <br />of the guest cottage be given, and granted site plan approval <br />conditioned upon Board approval of the Special Exception Use and <br />the following condition: <br />The applicant shall execute, record and be responsible for any <br />fees associated with recording a document in the public records <br />that forever prohibits said guest facilities from ever being <br />rented. <br />An analysis of the approved site plan follows: <br />35 <br />J UL 2 1986 BOOK 64 Fiat 8�� <br />
