On the 5 acres that <br />they have left, he felt they intend quality commercial develop- <br />ment and stressed the car dealership is out. <br />Chairman Scurlock discussed development processes over the <br />years where the commercial is developed last, and Attorney <br />Henderson noted that Vista Properties has been in business here <br />for many years and he did not believe there have been complaints. <br />Chairman Scurlock agreed, but felt they did the development <br />at Vista Plantation better because they put the commercial in <br />first where everyone could see it before they bought there. The <br />Chairman pointed out that there is some risk over the years when <br />you don't move ahead to use your zoning and Commissions and <br />Comprehensive Plans change. He felt developers should be aware <br />that if they don't exercise their rights within a reasonable <br />amount of time, the game plan may change. <br />Commissioner Bird stated that it would appear from the <br />letters he has read that OCR would be more compatible for the <br />residents, but apparently the developer does not feel that is <br />extensive enough for what he needs and, therefore, in trying to <br />expand from the OCR and go to an even more limited CL, they have <br />come up with the other restrictions listed by Attorney Henderson. <br />Attorney Henderson concurred that they tried to hit a middle <br />ground, and they would take the OCR if it allowed retail uses, <br />but it doesn't except as a very minor accessory use. <br />Attorney Jerome Quinn came before the Board representing the <br />Vista Royale Property Protection Committee, and stated that the <br />group he represents consists of about 1,000 residents. In <br />response to Attorney Henderson's information re the list of <br />restrictions that had been put on the property to help alleviate <br />the residents' concerns, he felt it would have been helpful if <br />such a gesture had been made when this was up before the Planning <br />& Zoning Commission.
