BOOK 65 FAu- 75 <br />discussing this matter with the County Attorney's staff, the <br />planning staff feels that trellises should not be a permitted <br />yard encroachment. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and, Zoning' <br />Commission's recommendation, staff recommends the attached zoning <br />ordinance amendment to the Board of County Commissioners. <br />Commissioner Wodtke brought up a situation in Vero Shores <br />where you have some lots in the middle of a block that have <br />double frontage and wished to know how that would be handled. <br />Director Keating concurred there is a potential problem. In <br />most cases the rear of double frontage lots will be the yard <br />facing the road with the higher functional classification, but in <br />the situation Commissioner Wodtke is speaking of, it is going to <br />be the yard opposite the entranceway where the driveway is. He <br />noted that there are not too many cases in the county with double <br />frontage lots where one street is definitely not of a higher <br />functional classification, and he felt this could be handled <br />through a variance as it would be an unusual situation. <br />Planner Shearer confirmed that the double frontage lots we <br />have are usually situated between an arterial street and a local <br />street, i.e., residences in Laurelwood which back up to 27th <br />Avenue and also residences which back up to A -1-A. This will <br />take care of the majority of such situations. <br />Commissioner Bird inquired if the trellis problem comes into <br />play because of the required screening of dish antennas, and <br />Planner Shearer advised that is an entirely different matter. It <br />related to the definition of a trellis, and instead of trying to <br />define it, the ordinance now says you can have a trellis, but it <br />cannot encroach into the required setback. <br />Commissioner Wodtke asked about the Type A screening re- . <br />quired to screen dish antennas, and it was explained that it is <br />opaque screening 6' high. The intent is not to screen the whole <br />antenna, but mainly to screen it from eye level. <br />The Chairman asked if anyone present wished to be <br />heard. There were none. <br />28 <br />
