Miller /"I 1 Waterford <br />Chief, Current DeveloprRF+FERENCES: MIKEII <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of July 16, 1986. <br />PROPOSED DEVELOPMENT & LOCATION <br />Waterford Associates, owner of the subject property, has submitted <br />a site plan application for a multiple -family development and a <br />residential center group home located in the RM -6, Multiple -Family <br />Residential District. The residential center group home is a <br />special exception use in the RM -6 district; therefore, the appli- <br />cant is requesting approval for the residential center special <br />exception use. The subject property is located on the south side <br />of State Road 60, between 71st Avenue and 66th Avenue. <br />The 68 acre site will be developed in three phases. The first <br />phase will include development of 196 apartment units and several <br />accessory uses, including clubhouse, pools, racquetball courts, <br />tennis court, laundry and small day care center. The second phase <br />includes construction of the 210 unit group home, and the third <br />phase includes completion of 110 additional apartment units. All <br />improvements, such as drainage, stormwater, and landscaping will <br />be constructed with each phase. <br />The apartment development will include studio, one, two and three <br />bedroom units ranging in size from 550 square feet to 1,380 square <br />feet. The group home units include one bedroom, one bedroom with <br />den, and two bedroom/two bath units ranging from 748 square feet <br />to 2,240 square feet. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Board of County Commissioners is to. consider <br />the appropriateness of the requested use based on the submitted <br />site plan and the suitability of the site for that use. The <br />County may attach any conditions and safeguards necessary to <br />assure compatibility of the use with the surrounding area. <br />At their meeting of June 26, 1986, the Planning and Zoning <br />Commission considered Waterford Associates request to construct <br />306 apartment units and a -210 unit group home. The Planning and <br />Zoning Commission recommended approval of the Special Exception <br />Use with the conditions as recommended by staff: <br />a. That a 15' wide landscape strip be developed along the west <br />property line where Phase II (the group home) abuts the <br />established residential neighborhood. Tree plantings <br />conforming to the. landscape ordinance shall be provided to <br />fill in gaps in existing vegetation within the 15' landscape <br />strip to provide effective visual screening of the group home <br />from the established single family residential area. <br />b. That the size of the individual units be reduced to a minimum <br />of 750 square feet and that full kitchen facilities be <br />eliminated in all units; <br />34 <br />
