C. That the HRS license permit a maximum of no more than 252 <br />residents; and <br />d. That the applicant shall submit a signed affidavit stating <br />that all applicable regulations of the State of Florida and <br />Indian river County as currently exist may be met [Sec. <br />25.1,f,2,c,31. <br />In addition, the Planning and Zoning Commission recommended site <br />plan approval subject to the Board of County Commissioners <br />conditionally approving the Special Exception Use and the <br />following conditions: <br />Site plan approval subject to the usual requirements of ROW <br />dedication, marginal access road development, and sidewalk con- <br />struction. Also, the Planning and Zoning Commission noted that <br />the approved site plan must be revised to be consistent with <br />whatever action the Board of County Commissioners will take <br />regarding special exception approval. <br />An analysis of the site plan follows: <br />ANALYSIS <br />I. Property Size: <br />Apartments 51 acres <br />Group Home 14 acres <br />Out Parcel 3 acres <br />Total 68 acres <br />2. Zoning Classification: RM -6, Residential Multiple -Family <br />Zoning District (up to 6 units/acre). <br />3. Land Use Designation: LD -2, Low Density Residential (up to 6 <br />units/acre). <br />4. Building Area: 7.27 acres 10.63% of site <br />5. Off -Street Parking Spaces Required/Provided: <br />Phase I: 456 spaces/456 spaces <br />Phase II: 315 spaces/317 spaces <br />Phase III: 220 spaces/220 spaces <br />6. Traffic Circulation: Primary access to the site will be from <br />State Road 60 by dual 24' wide driveways, while a secondary <br />24' wide two-wav drive will provide access to 16th Street. <br />The first two phases include provisions for turnarounds. <br />Fifty feet of additional R.O.W. along 16th Street will be <br />dedicated- to the County to bring 16th Street up to current <br />County standards, and the applicant will escrow the cost of <br />constructing public sidewalks along State Road 60 and 16th <br />Street. The cost of a 40 foot wide marginal access road will <br />also be escrowed by the applicant. <br />The County traffic engineer has approved the plan for <br />internal traffic circulation. <br />7. Drainage Plan: The applicant proposes the construction of an <br />11 acre lake for stormwater management purposes. The <br />applicant has submitted a preliminary drainage study as <br />permitted by County Code, and the County Engineer has <br />approved the preliminary design for stormwater management. <br />The applicant must obtain approval of a Type "A" stormwater <br />management permit prior to release of the site plan. <br />8. Utilities: The proposed development will be serviced by <br />County water and sanitary sewer.
