J U L 16 1986 <br />RECOMMENDATION <br />BOOK 6 5 pA,uE ,S5 <br />Staff recommends that the Board of County Commissioners grant <br />special exception approval subject to the following staff and <br />Planning and Zoning Commission recommendations: <br />a. That a 15' wide landscape strip be developed along the west <br />property line where Phase II (the group home) abuts the <br />established residential neighborhood. Tree plantings. <br />conforming to the landscape ordinance shall be provided to <br />fill in gaps in existing vegetation within the 15' landscape <br />strip to provide effective visual screening of the group home <br />from the established single family residential area; <br />b. That the size of the individual units be reduced to a minimum <br />of 750 square feet and that full kitchen facilities be <br />eliminated in all units; <br />C. That the HRS license permit a maximum of no more than 252 <br />residents; and <br />d.. That the applicant shall submit a signed affidavit stating <br />that all applicable regulations of the State of Florida and <br />Indian river County as currently exist will be met [Sec. <br />25.1,f,2,c,31. <br />Commissioner Wodtke questioned the wording in condition b. <br />which states that the size of the individuat units should be <br />reduced to a "maximum" of 750 sq, ft, as he felt this should read <br />a "minimum." <br />Planner Miller explained that this is a type of facility <br />where there is a dependence on providing of certain services, and <br />because of the type of environment, staff felt neither the <br />applicant's proposal for square footage all the way up to 2000' <br />nor a full kitchen was appropriate. He then reviewed the formula <br />used for determining the number of residents in the proposed <br />residential center which incorporates the 1.5 group home density <br />bonus provision. He explained that they use 2.5 per dwelling <br />unit.as the average in single family. In congregate care, you, <br />mostly look at one person per unit, and the bonus provision came <br />about because of the lower impacts of this type of development. <br />Chairman Scurlock asked if staff's major concern is <br />conversion at a later time to rental units as he believed that is <br />prohibited under the existing Code. Director Keating agreed, but <br />noted that the existence of a facility sometimes has the <br />potential to affect decisionmaking down the road. <br />38 <br />
