Development Council which dealt with what companies in Indian <br />River County had bid. <br />Chairman Scurlock did not understand why the EDC would be <br />involved in the actual .subs who would be used. He agreed we <br />should encourage use of Local firms but did not feel we should <br />get into telling anyone who they should use. <br />Commissioner Wodtke advised that the Council merely asked <br />them if anyone in the county had bid and whether they would be <br />using any local subs; it was not a requirement. <br />Chairman Scurlock wished to make it absolutely clear that <br />this Commission would be totally opposed to any pressure to use <br />any particular subs. <br />Mr. Evans just wished to assure the Commission that they <br />have contacted local people, have received bids, and supplies <br />will be bought locally. They are ready to go; they are prepared <br />to close on the land Friday; and they request approval of the <br />Resolution as their Certificate of Need expires the end of <br />August. <br />Commissioner Wodtke inquired about the status of their site <br />plan, the technical review, etc., as the timing is very critical. <br />Director Keating advised that they have gone through the <br />technical review committee and Lloyd & Associates are preparing <br />revised plans. In regard to the critical timing, there are <br />several options that can be pursued. It is possible they could <br />get a foundation permit after SPA before they get all the permits <br />from all the jurisdictional agencies, and this could serve to <br />keep their Certificate of Need valid.
