r-- -I <br />JUL 16 1986 BOOK 66 pvUF 109 1 <br />RECOMMENDATION AND FUNDING: <br />It is my professional opinion as an appraiser to question $5•.00 per <br />sq.ft. as an upper limit of value. Corner R/W parcels were closed at <br />$5.25 to $7.50 per square foot. <br />The appraisal of the other parcels used as a comparison was December <br />1985 and property values have risen since the valuation date. <br />It is requested to approve alternative #1 and settle the three <br />transactions without condemnation. <br />Funding by Indian River Blvd. Project #304-214-541-066.12. <br />Director Davis believed it would be to the benefit of the <br />County to pay $4.25 per sq. ft. for Parcel#168 in lieu of going <br />to condemnation. The other two parcels, #141 and #135, are <br />requesting substantially more than appraisals in that area have <br />shown, and the question is does the Board wish to settle or <br />pursue condemnation. Staff recommends Alternative 1. <br />Commissioner Lyons discussed timing and asked Director Davis <br />if his position would be stronger if we withheld this action <br />until he has lined up the rest of the R/W acquisitions. <br />Director Davis agreed there are two other parcels just north <br />of 12th Street and west of 6th Avenue that may be affected by the <br />decision today. <br />Chairman Scurlock suggested that we not take action today <br />and allow Director Davis a little more time. <br />Discussion ensued re appraisals, and Director Davis advised <br />that they did not have an appraisal on every lot as they are <br />trying to save money. He noted that he would not have any <br />problem about going to condemnation on Parcel #135 as we are just <br />taking a grass strip not any improvements, but if we condemn <br />that, Parcel #141 is right next door and also asking $5.00 per <br />sq, ft., and we should condemn that too <br />Commissioner Wodtke did not like setting the precedence of <br />saying they can arbitrarily pick a price just a bit under what <br />court costs might be because we have a lot of people who <br />cooperate and even donate right-of-way. Even if we have to <br />condemn, he felt we will be ahead of the game. <br />62 <br />
