Finney, SRA <br />FROM: Right of way Agent REFERENCES: <br />DESCRIPTION: <br />The Board previously approved to purchase the following three <br />parcels without an appraisal at the market value arrived from Armfield's <br />appraisal of adjoining or nearby, R/W parcels. The property owner's <br />figures of $5.00/sq. ft. to settle is more than Armfield's figures of <br />adjoining or nearby R/W parcels. Armfield's methodology is according to <br />the Florida Statue (before and after value) which on larger parcels <br />results in a lower sq. ft. value than on a smaller parcel as the subject <br />which would reflect a larger sq. f t.'value. <br />An appraisal fee for each parcel would be $1,200.00, attorney's fee <br />estimated at $1,500.00, court costs and miscellaneous expenses $300.00, <br />equals $3,000.00 additional costs which would be incurred by the County, <br />if we pursue condemnation. The three property owners are willing to <br />settle as follows: <br />Parcel #168 Owner: Michael Cooper <br />Board approved $3.10 sq.ft. for the <br />1,150 <br />sq.ft, 8.5' R/W <br />$3,967.50 <br />Condemnation Costs <br />3,000.00 <br />(Includes $402.50 value of asphalt <br />in R/W <br />taken) <br />$6,967.50 <br />The owner will settle for $4.25 sq.ft. <br />or <br />$5,290.00 which <br />is $1,677.50 less than minimum cost <br />by condemnation. <br />(Includes $402.50 value of asphalt <br />in R/W <br />taken) <br />Parcel #141 Owner: Frank Zorc <br />Board approved $2.00 sq.ft. for the <br />958.5 <br />sq.ft., 8.5' R/W <br />$1,917.00 <br />Condemnation Costs <br />3,000.00 <br />Total <br />$4,917.00 <br />The owner will settle for $5.00 sq.ft. or $4,792.50 which <br />is $124.50 less than minimum costs by condemnation. <br />Parcel #135 Owner: Forum Spa & Racquet Club <br />Board approved $2.00 sq.ft. for 2,397 sq.ft. 8.5' R/W $4,794.00 <br />Condemnation Costs 3,000.00 <br />Total $7,794.00 <br />The owner, Rich Barattini will settle for $5.00 sq.ft. or <br />_$11,985.00 which exceeds the minimum condemnation costs by <br />$4,191. <br />ALTERNATIVES: <br />1) Approve the purchases of the R/W parcels .at the square foot figure <br />the property owner has agreed to settle for without condemnation. <br />2) Proceed to acquire an appraisal of each parcel and go to <br />condemnation on each parcel as previously approved by the Board. <br />61 <br />JUL 16 1986 BOOK <br />
