As could be expected, rates varied, as did the directions for making <br />credit card calls. Listed below°are the total cost figures for 10 <br />calls placed by the county totaling 57 minutes of long distance <br />service: <br />AT&T <br />$20.79* <br />Microtel <br />$18.29 <br />Teltec <br />$19.74 <br />Western Union <br />$19.69 <br />*Based on June 1, 1986 rates. <br />ALTERNATIVES AND ANALYSIS <br />Presently the 589 exchange is the only -exchange due for equal access. <br />Other exchanges within the County will be offered this option in the <br />coming months. <br />Based on the average usage of non-Suncom long distance calls, staff <br />projects a savings of $20.00 to $30.00 per month by choosing a long <br />distance company.based strictly on rates. <br />In order to place a long distance credit card call with companies <br />other than AT& T, callers will be required to dial an "800" number to <br />access their system, then a code number to identify yourself, and <br />finally the number you wish to reach including area code. This could <br />total as many as 34 digits required to place a long distance credit <br />card call. <br />ALTERNATE 1: <br />Authorize staff to notify Southern Bell, by Ballot, of'the <br />County's intent to use AT&T as its preferred long distance <br />Company. <br />ALTERNATE 2: <br />Authorize staff to notify Southern Bell, by Ballot, of the <br />County's intent to use Microtel as its preferred long distance <br />Company. <br />ALTERNATE 3: <br />Authorize staff to notify Southern Bell, by Ballot, of the <br />County's intent to use Teltec as its preferred long distance <br />Company. <br />ALTERNATE 4: <br />Authorize staff to notify Southern Bell, by Ballot, of the <br />County's intent to use Western Union as its preferred long <br />distance Company. <br />ALTERNATE 5: <br />Authorize staff to hold the Ballot for Equal Access allowing <br />Southern Bell to assign us a preferred long distance Company of <br />their choice. <br />RECOMMENDATIONS <br />Staff recommends approval of Alternate 1. This recommendation is <br />based on the low overall long distance usage which would be affected <br />and the actual savings projected. <br />Staff suggests that the quality of service available through AT&T and <br />the familiarity of use of calling cards offsets the amount of <br />savings. <br />Staff recommends that all departments be reminded of the higher cost <br />of normal long distance calls as opposed to Suncom Network calls. <br />67 <br />UL 16 1986 BOOK 0 f't1UF.114 <br />
