The Indian River County Code Enforcement Board <br />is the primary means of enforcing county ordinances, <br />especially ordinances regulating the accumulation of <br />junk, trash and debris upon commercial and residential <br />property. The Indian River County Code Enforcement <br />Department actually pursues violation of all county <br />codes in force and presents cases once a month before <br />the Code Enforcement Board. Any persons found in <br />violation of such codes are ordered to bring their <br />property into compliance with the code or face fines of <br />up to $250.00 for each day the violation continues to <br />exist. <br />The County employs several staff members who are <br />specifically assigned to deal with such code <br />violations. Code enforcement officers are required to <br />invest.igate each complaint reported to them and these <br />officers bring hundreds of cases a year before the Code <br />Enforcement Board. Several of these cases each year, <br />including several cases currently pending, involve <br />businesses in the Gifford community. <br />2. The Indian River County Building Department <br />has been very active in identifying unsafe structures <br />and ordering that such structures be destroyed or <br />brought into compliance with tfie Building Code pursuant <br />to the authority granted in Indian River County Code of <br />Laws and Ordinances, Chapter 4. In several instances, <br />unsafe structures in the Gifford area were demolished <br />by the Indian River County Road and Bridge Department <br />at the direction of the Building Department and the <br />Board of County Commissioners. Several other buildings <br />have been brought into compliance with the Code by <br />their owners when notified by the Building Department <br />that their structures were unsafe. <br />3. In .1985, the Florida Legislature created the <br />Indian River County Environmental Control Hearing <br />Board. Since this Board's inception, the local health <br />department has filed numerous violations against <br />businesses when the inspectors discovered potential <br />health hazards. The Environmental Control Hearing <br />.Board also has the authority to levy fines for each day <br />a violation exists and may also file liens and <br />foreclose upon the property of the violator. <br />VI. PROFESSIONAL POLICE PATROLS. <br />The Indian River County Sheriff is an independent constitutional <br />officer and the Board of County Commissioners has no authority to <br />influence the policies or operations of the Sheriff's Department. <br />Attorney Wilson advised that he has tried.to relay this <br />information to the Ministerial Alliance but has had trouble <br />contacting them. <br />Commissioner Lyons believed that this information should be <br />given to the Public Safety Advisory Board and let them handle it. <br />Commissioner Bird requested that the Ministerial Alliance be <br />notified of the meeting when this will be discussed, and Chairman <br />Scurlock wanted it to be made very clear that there are limits to <br />80 <br />
