JUL BOOK 65 Ff,Jt 1,N <br />6 1986 <br />The Chairman stated that he would like to identify <br />Commissioner Bird as the lead person on this project in order to <br />keep the other Board members from being presented with questions <br />to which they do not have the answers or the background <br />information. <br />DISCUSS ACQUISITION OF PROPERTY FOR NORTH COUNTY UTILITIES <br />Utilities Director Pinto reported that staff has been <br />working towards putting together a project for service of <br />utilities from the north boundary of the county, the.Roseland <br />area, down into Sebastian. They also looked closely at the area <br />just south of Sebastian starting at Reflections all the way down <br />to Pelican Point and found that we have in operation there some 8 <br />wastewater treatment plans and some developments on septic tanks. <br />In that small area there are an existing 1;000 units that could <br />connect to a wastewater plant immediately, plus a potential 2,298 <br />units in the developments approved in that area. In coordinating <br />the two projects, they found there is a good possibility of tying <br />the entire project area together to build a subregional plant. <br />Director Pinto informed the Board that they have located a <br />piece of ground they feel is adequate to serve this purpose, and <br />what they need now is authorization from the Commission to <br />negotiate with its owners, and get an appraisal and some minor <br />engineering tests, to get to the point where they have dollars <br />and cents figures to bring back to the Board and possibly get <br />some options on the ground. The ground in question consists of <br />151 acres on top of the sand ridge, and he did not believe there <br />is anywhere else on the sand ridge where you can find 150 acres <br />owned by one person in one piece of property. <br />Chairman Scurlock confirmed that we have had interest <br />identified in a North County utilities system and the overall <br />indication is that we could end up with one subregional system <br />upwards to 6 million gpd to service the entire county north of <br />Wabasso and Winter Beach. <br />82 <br />M M M <br />
