E. <br />30 December 2014 <br />Page 2 <br />industrial Class I waste as well as C&D debris from unincorporated Indian River County and <br />municipalities of Vero Beach, Orchid, Fellsmere, Sebastian, and Indian River Shores, Florida. <br />The IRCL occupies 276 acres, with 22 acres used_for construction and demolition (C&D) debris <br />disposal. The C&D debris disposal facility is presently inactive. The Class I landfill includes the <br />Segment 1 vertical. expansion, Segment 2, an Infill Area located between Segment 1 and <br />Segment 2, and Segment 3 Lateral Expansion with a total footprint of approximately 135 acres. <br />The latest five-year solid waste construction and operation permits (Permit Nos. SC31-0128769- <br />019 and S031-0128769-020) were issued to SWDD by the Florida Department of Environmental <br />Protection (FDEP) on 17 March 2011. The construction permit (i.e., Permit No. SC31-0128769- <br />019) "...authorizes the construction of lined Segment 3, Phase I and II lateral expansion..." The <br />operation permit (i.e., Permit No. S031-0128769-020) also "...authorizes the operation of the <br />existing Indian River County Landfill, Class I (Segments 1 and 2 and Infill Areabetween them) <br />and operation of Segment 3, Phases I and II expansion when constructed..:" Only Phase .1 <br />(hereafter referred to as Cell 1) of the Segment 3 Expansion has since been constructed arid is <br />currently being used for waste disposal. <br />Additionally, the Environmental Resource Permit (ERP) was modified under Major Modification <br />of an IndividuaPermit with 'Permit `No. .ERP31-0163429-009-EM: issued by FDEP on 30 July <br />2010. The major modification of the ERP consisted of, the Segment 3 Lateral Expansion by <br />converting the previously permitted Cell 2 of the. C&D debris disposal area into a lured Class I <br />landfill, and, constructing swales and downdrains to convey stormwater runoff from thelandfill. <br />cells into perimeter dramage ditches and ultimately into the existing; wet detentionpond. <br />Solid Waste Permit Renewals <br />The aforementioned solid waste construction and operation permits will expire on 2 December <br />2015. Specific Condition No 23 of the Permit, states: " If, :construction cannot be completed <br />before the, expiration of this permit, the permittee must notf;the Department, in writing, at least <br />60 ` days prior to the expiration of, the :construction permit andrequest a renewal of the <br />construction Permit...", Specific Condition No. '60 of the Permit also states: ".An operation <br />permit, renewal must be submitted at least 60 days prior to the expiration date of this, permit..." <br />In accordance with these specific conditions, ; SWDD is required to file permit . renewal <br />applications to FDEP by 1 'October 2015. <br />SWDD has therefore requested .
