E. <br />30 December 2014 <br />Page 3 <br />ERP Renewal <br />The current ERP (Permit No. ERP31-0163429-009-EM) also expires on 30 July 2015 and a <br />permit renewal application must be submitted to FDEP by 30 May 2015. This proposal also <br />presents the scope of work for preparing the ERP renewal application on behalf of SWDD. <br />Expansion of Leachate Force Main <br />Leachate from Cell 1 of the Segment 3 Expansion is collected and conveyed to the existing force <br />main (EFM). The EFM is a 4 -inch diameter polyvinyl chloride (PVC) pipeline that runs parallel <br />to the site access road from the lift station north of the Infill Area to the West Regional <br />Wastewater Treatment Plant. It is understood that the EFM may not have adequate capacity to <br />handle leachate generated from the active cells (Segment 1 vertical expansion, Infill Area, <br />Segment 2, and Cell 1 of the Segment 3 Expansion) and future Cell 2 of the Segment 3 <br />Expansion which is expected to be constructed by 2016. SWDD requested Geosyntec toinclude, <br />in this proposal, design and construction documents of a new force main for the future Cells 2 <br />through 4 of the Segment 3 Expansion. <br />Landfill Operations Support, Services <br />Geosyntecupdates SWDD also requestedGeos ntec to include u .dates to the Storm Water Pollution <br />Prevention Plan;(SWPPP) and the Spill Prevention, Control and Countermeasure (SPCC) Plan <br />for IRCL facility, both prepared by RSI,: in this proposal. <br />This proposal describes professional services to be provided in fulfillment of the, aforementioned <br />requests.: <br />This project includes professional engineering . services for fling solid waste permit and ERP <br />renewal applications with the FDEP The scope of work is based on the requirements of' Chapter <br />62-701, F.A.C. and Geosyntec's,understanding of the project basedon information provided by <br />the SWDD. <br />This proposal also includes professional engineering services for design and construction of the <br />new force main for the Segment 3 Expansion. In addition, this proposal includes landfill <br />operations support services such as reviewing and updating the existing SWPPP=and SPCC Plan <br />prepared by RSI for inclusion' in the IRCL Operations and Training Plan, and design of a new <br />landfill access road for waste placement in the active cells of the Class I Landfill. <br />JL14065_Proposal for Class I Landfill Engineering Services_ REVISED FINAL <br />ova ors <br />
