At the public <br />hearing, the planning staff recommended that Health Services, <br />which would include doctor's offices, be removed from the <br />proposed new zoning district because this type of use generates a.. <br />large amount of- traffic which would be inconsistent with the <br />intent of the district. However, the Planning and Zoning <br />commission felt that Health Services should be included in this <br />district. <br />ALTERNATIVES& ANALYSIS <br />The staff has prepared a zoning ordinance amendment which would <br />allow general offices to be established on properties abutting" <br />arterial streets on the mainland. <br />The proposed professional office zoning district would be con- <br />sidered consistent with the LD -2, Low -Density Residential 2 (up <br />to 6 units/acre), MD -1, Medium -Density Residential 1 (up to 8 <br />units/acre), and MD -2, Medium -Density Residential 2 (up to 10 <br />units/acre), land use designations. This zoning district would <br />give the County discretion as to where professional offices could <br />be established. <br />RECOMMENDATION <br />The Planning and Zoning Commission recommended approval of the <br />attached ordinance, including Health Services, because they felt <br />that Health Services would include doctor's offices which would <br />be similar to other professional offices allowed in the district. <br />However, the staff feels that medical offices generate traffic at <br />a much higher rate than other professional offices and, <br />therefore, feel that Health Services should not be included in - <br />the proposed district. <br />Richard Shearer, Chief of Long -Range Planning, pointed out <br />se <br />the basic difference in the recommendations of the Planning & <br />Zoning Commission and the Planning Dept. staff is that the <br />Planning staff would like to see medical offices deleted from the <br />proposed zoning district because of the traffic generated by that <br />use. All the Board would be doing today is creating the zoning <br />district category and making any modifications they wished. The <br />Board then would consider where these districts would be located <br />at a later time. <br />Chairman Scurlock had a problem with the proposed district <br />if it was going to turn out to be a vehicle for strip commercial, <br />and questioned if there was enough specific criteria not to <br />establish a lot of precedent so that we don't have a firm reason <br />to deny something that seems inappropriate. <br />31 <br />
