rural residential nature of the area and the large number of lots <br />which are two acres or larger in size. <br />On May 7, 1986, the planning staff met with representatives from <br />the Winter Beach Progressive League and a member of the Planning <br />and Zoning Commission to delineate an alternative PLUM amenable <br />to the Winter Beach residents. This alternative is presented as._____:_ <br />Alternative One in the next section. <br />On May 8, 1986, the Planning and Zoning Commission voted 5 -to -0 <br />to table a County -initiated request to rezone 9 acres located on <br />the south side of North Winter Beach Road (Fopasclo) from A-1, <br />Agricultural District, to RS -6, Single -Family Residential <br />District (up to 6 units/acre). This request was tabled until <br />completion of the reevaluation of the Winter Beach PLUM. <br />On June 12, 1986, the Planning and Zoning Commission voted 2 -to -2 <br />on a motion to approve Alternative Two (the Planning Department's <br />proposal). This 2 -to -2 vote constituted a denial, thus this <br />request is forwarded to the Board of County Commissioners with no <br />recommendation from the Planning and Zoning Commission. It was <br />also brought up during the public hearing that Mr. Eddie Smith's <br />property, located on North Winter Beach Road and west of the <br />Lateral "G" Canal, is unique in that it is surrounded on three <br />sides by Hobart Park. Mr. Smith's agent felt that since his <br />client's property was buffered by the park, this property should <br />be designated up to 6 units/acre instead of 3 units/acre as <br />originally proposed. Based on discussion during the public <br />hearing, the Planning and Zoning Commission directed the staff to <br />reevaluate Mr. Smith's property and make.a recommendation to the <br />Board of County Commissioners. The staff subsequently reanalyzed <br />this area and concluded that Mr. Smith's property was unique and <br />should be designated Single -Family Residential (up to 6 <br />units/acre) on the PLUM. <br />ALTERNATIVES & ANALYSIS <br />The Existing Winter Beach Plum <br />The existing Precise Land Use Map (Resolution 85-1,31) places a <br />great deal of emphasis on the MXD, Mixed Use Corridor located <br />between U.S. 1 and Old Dixie Highway from North Winter Beach Road <br />to South Winter Beach Road. The PLUM delineated the MXD into <br />residential, commercial and industrial areas based on the <br />detailed land use survey. The Progressive League's concern about <br />the large number of dwellings that were located in the MXD <br />corridor which were zoned for industrial uses was also addressed. <br />The PLUM designated most of the dwellings within the MXD corridor <br />as residential. Since there were no major conflicts between land <br />use and zoning in the area located west of Old Dixie Highway, the <br />staff felt that the LD -2, Low -Density Residential 2 (up to 6 <br />units/acre), designation on the Comprehensive Plan was <br />appropriate and that no further detail was necessary on the PLUM <br />(see Figure 2) . <br />Alternative 1: The Winter Beach Progressive League's Plan <br />Due to the recent efforts of several applicants to have property <br />along North Winter Beach Road rezoned to RM -6, Multiple -Family <br />Residential (up to 6 units/acre), many residents feel that the <br />existing PLUM does not reach far enough in protecting their <br />interests. The Winter Beach Progressive League would like the <br />County to delineate the area located west of Old Dixie Highway <br />and east of Kings Highway from Hobart Road to South Winter Beach <br />Road in more detail. The Progressive League feels that the <br />allowable maximum density is too high based on the rural nature <br />of the area and the number of lots which are two acres or larger <br />in size. They also feel that a strict boundary should be defined <br />to separate single-family uses from multiple -family uses.
