DESCRIPTION & CONDITIONS <br />The County is initiating a request to rezone 9 acres located on <br />the south side of North Winter Beach Road and approximately 600 <br />feet west of the Florida East Coast Railroad from A-1, <br />Agricultural District, to RS -6, Single -Family Residential <br />District (up to 6 units/acre). <br />On February 13, 1986, the Planning and Zoning Commission voted <br />3 -to -0 to deny a request from Fopasclo Developers, Inc., to <br />rezone the subject property to RM -6, Multiple -Family Residential <br />District (up to 6 units/acre). The commission based their <br />decision on the fact that they felt a rezoning to a <br />multiple -family zoning district was premature and that the <br />existing 300 feet of multiple -family zoning located east of the <br />subject property was adequate to buffer the light industrial <br />zoning further to the east from the single-family zoning to the <br />west. They also felt that an increase in the amount of <br />multiple -family zoning was not appropriate due to the <br />single-family residential character of the surrounding area. The <br />applicants appealed this decision. <br />On April 2, 1986, the Board of County Commissioners allowed <br />Fopasclo Developers, Inc. to withdraw the appeal of the Planning <br />and Zoning Commission's decision.- However, the Board mentioned <br />that they would look more favorably on a request to rezone the <br />subject property to RS -6, Single -Family Residential District (up <br />to 6 units/,acre). On April 9, 1986, the Board discussed this <br />issue briefly and directed the staff to initiate this rezoning <br />,.request to rezone the subject property to RS -6. <br />Due to the controversy brought about by the two recent rezoning <br />applications requesting multiple -family zoning on North Winter <br />Beach Road, the Board of County Commissioners directed the staff <br />to reevaluate the Winter Beach Small Area Plan and Precise Land <br />Use Map. The staff has prepared two alternative future land use <br />and zoning proposals for .the area located west of the F.E.C. <br />Railroad and east of King Highway along North Winter Beach Road. <br />These alternatives are outlined in the reconsideration of the <br />Winter Beach Precise Land Use Map agenda item. <br />On May 8, 1986, the Planning and Zoning Commission voted 5 -to -0 <br />to table action on this request. The Commission felt that they <br />could not make a decision until additional information concerning <br />the revision of the Winter Beach Precise Land Use Map was <br />available. <br />On June 12, 1986, the Planning and Zoning Commission voted 2 -to -2 <br />to recommend denial of this request. The Planning Department, on <br />behalf of the Board of County Commissioners, appealed this <br />decision. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion o.f the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is presently being utilized as a landscape <br />nursery. North and west of the subject property are <br />single-family residences and vacant land zoned RS -6. The land <br />located to the south is vacant and zoned RS -6. The land <br />immediately east of the subject property is vacant and zoned RS -6 <br />and RM -6. Further to the east is a computer .business located on <br />the north side of North Winter Beach Road and vacant land zoned <br />IL, Light Industrial District.
