rp�__ <br />JUL 23 1986 BOOK 65 PAGE <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />property to the north, south, west and immediately east of it as <br />LD -2, Low -Density Residential 2 (up to 6 units/acre). <br />Approximately 300 feet east of the subject property is land <br />designated as part of the U.S. 1 MXD, Mixed -Use Corridor (up to 6 <br />units/acre). <br />The proposed rezoning is in conformance *with the LD -2 land use <br />designation, is consistent with the Winter Beach Small Area Plan <br />and Precise Land Use Map which designates this property as <br />residential at a density of up to 6 units/acre, and is consistent <br />with the existing RS -6 zoning of the land surrounding the subject <br />property. <br />Transportation System <br />The subject property has primary access to North Winter Beach <br />Road (classified as a primary collector on the Thoroughfare <br />Plan). Both U.S. #1 (classified as an Arterial) and Old Dixie <br />Highway (classified as a Secondary Collector) could also be <br />impacted due to development of this site. The maximum develop- <br />ment which could occur on the subject property with the proposed <br />RS -6 zoning would generate approximately 391 average annual daily <br />trips. This extra traffic would not significantly affect the <br />current levdl-of-service "A" which exists on North Winter Beach <br />Road, U.S. #1, and Old Dixie Highway. <br />Environment <br />The subject property is not designated as environmentally sensi- <br />tive nor is it in a flood -prone area. The subject property has <br />excessively well drained soils and is located in the transition. <br />area of the sand ridge primary aquifer recharge area. <br />Utilities <br />The subject property is not presently served by County water or <br />sewer facilities. However, the County is planning to construct a <br />water main along North Winter Beach Road between 1988 and 1992. <br />RECOMMENDATION <br />Based on the above analysis; staff recommends approval. <br />Commissioner Wodtke asked how this meeting was advertised, <br />and Mr. Goulet advised that the rezoning was advertised for RS -6 <br />and RS -3. <br />Attorney Vitunac explained that the Board Jnay grant a <br />rezoning to a less intense zoning district than the zoning <br />requested provided it is within the general use category. <br />Vice Chairman Lyons opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Henry Mueller, local developer, questioned if this property <br />is in the area that the Board just zoned at 3 upa, and Planner <br />Goulet confirmed that it is.
