JUL 2 3 1986 BOOK 65 pm'JE 212 <br />Sheriff Dobeck did not believe .that the State will not allow <br />us to use money from the confiscated fund account to pay for the <br />new building, but Attorney Vitunac felt it was time to ignore the <br />State Attorney General's guidelines for these funds and do what <br />is right; he wished to have the Commission's support in this <br />matter if it comes to a court situation. <br />Commissioner Bowman noted that the present Attorney General <br />is going to be out of office very shortly. <br />Sheriff Dobeck was not willing to fight the General <br />Attorney. However, he felt that the funds could be used <br />specifically for the startup of new programs, such as special <br />combat teams, marine patrol, overtime for a major push on a <br />particular drug problem in the county. <br />Attorney Vitunac stated that the funds can be used to pay <br />the cost incurred in connection with the storage and maintenance <br />of confiscated goods, and felt that we could use these funds to <br />go ahead and building the confiscated storage building and then <br />defend our action in court if necessary. <br />Sheriff Dobeck preferred to have the confiscated funds spend <br />on some of the startup equipment for the 911 center, which would <br />fall under the Attorney General's guidelines. 01 <br />Mr. Block understood that although the 911 system has been <br />authorized, he needed express authorization to deal with all <br />those entities out there as he felt he was going to have some <br />problems. <br />Commissioner Bird hoped that we would not lose our <br />flexibility by saying that the entire 911 system is going to be <br />under the Sheriff. <br />Commissioner Lyons reported that he had asked General <br />Services Director Sonny Dean for a diagram of how everyone is <br />dispatched in this county and felt it is as conglomerate a mess <br />as anything one could visualize. He then asked Director Dean to <br />come up with a proposed plan. <br />79 <br />
