Conducting or updating interoperable emergency communications capabilities and <br /> broadband needs assessments at the local, regional, or Statewide level <br /> Soft target security planning (e.g., public gatherings) <br /> • Developing, hosting, or participating in bombing prevention/counter-improvised <br /> explosives device (IED)-specific planning initiatives to include: <br /> - Incorporating appropriate IED-specific intelligence and threat analysis when developing <br /> and maintaining a THIRA; <br /> - Conducting inventories and assessments of capabilities or typed resource using the <br /> counter-IED-specific DHS National Counter-IED Capabilities Analysis Database <br /> (NCCAD) program for use in applicable THIRAs, preparedness reporting, or strategies; <br /> - Conducting DHS Multi-Jurisdiction IED Security Planning (MJIEDSP)workshops to <br /> develop THIRA-based plans and strategies that maximize the use of limited resources; <br /> - Developing IED hazard-specific EOP annexes. <br /> - Implementing a Corrective Action Plan (CAP) to close IED-related capability gaps <br /> identified through MJIEDSP or other planning processes <br /> • Continuity of Operations/Continuity of Government(COOP/COG) Planning activities, <br /> which include but are not limited to: <br /> - Determining essential functions and activities, interdependencies, and <br /> resources needed to perform them <br /> - Establishing orders of succession and delegations of authority to key agency <br /> positions and establish and maintain current roster(s) of fully equipped and <br /> trained COOP personnel with the authority to perform essential functions <br /> - Providing for the identification and preparation of alternate operating facilities for <br /> relocated operations <br /> - Providing for the regular training, testing, and exercising of COOP personnel, <br /> systems, and facilities <br /> - Providing for reconstitution of agency capabilities and transition from continuity <br /> operations to normal operations <br /> Identifying resources for medical supplies necessary to support children during <br /> an emergency, including pharmaceuticals and pediatric-sized equipment on <br /> which first responders and medical providers are trained <br /> Ensuring subject matter experts, durable medical equipment, consumable <br /> medical supplies and other resources required to assist children and adults with <br /> disabilities to maintain health, safety and usual levels of independence in general <br /> population environments <br /> Developing and implementing a community preparedness strategy for the <br /> State/local jurisdiction <br /> Building and expanding governance structures to: <br /> - Include representatives from multiple agencies, jurisdictions, disciplines, levels <br /> of government, Tribes, rural areas, subject matter experts, and private industry <br /> - Integrate statewide leadership and governance structures into broader <br /> statewide planning efforts (e.g., statewide broadband planning activities, grants <br /> coordination activities, needs assessments) to ensure emergency <br /> communications needs are represented <br /> - Conduct outreach and education on emergency communications needs and <br /> initiatives to stakeholder groups <br /> Establishing, expanding, and maintaining volunteer programs and volunteer <br /> recruitment efforts that support disaster preparedness and/or response <br /> 26 <br />
