Allowable volunteer programs and efforts include, but are not limited to: Citizen <br /> Corps Councils, partners, and affiliates; CERTs; Fire Corps; Medical Reserve <br /> Corps(MRC); Neighborhood Watch/USAonWatch; Volunteers in Police Service <br /> (VIPS); and jurisdiction-specific volunteer programs and efforts. <br /> - Establishing and sustaining Citizen Corps Councils <br /> Working with youth-serving organizations and houses of worship to develop and <br /> sustain youth and faith-based preparedness programs <br /> Additional Planning Information <br /> The National Preparedness Directorate (NPD) offers technical assistance (TA) that is designed to <br /> provide grantees and sub-grantees with specialized expertise to improve their emergency plans <br /> and planning. TA deliveries are designed specifically to improve and enhance the continuing <br /> development of state and local emergency management across the five mission areas of the <br /> National Preparedness Goal and across all core capabilities. TA provides the opportunity to <br /> engage emergency managers, emergency planners, and appropriate decision-makers in open <br /> discussion of options to improve plans and planning in light of their jurisdiction's needs. There is <br /> no cost to approved jurisdictions for FEMA TA. <br /> TA deliveries combine current emergency management best practices with practical <br /> consideration of emerging trends, through discussion facilitated by FEMA contract specialists and <br /> with the support of FEMA Region operational specialists. While the invitation of participants is up <br /> to the requesting jurisdiction, FEMA encourages requesting jurisdictions to include the broadest <br /> practical range of its emergency managers and planners in all TA deliveries. TA deliveries should <br /> be made open to neighboring jurisdictions. As necessary, FEMA may also invite other Federal <br /> experts and practitioners to participate. Additionally, peer-to-peer representation may also be <br /> included from other jurisdictions that have recently used TA for the same planning issue. <br /> The TA catalog, showing the full range of TA available across all five mission areas and by all <br /> providers, and the TA request form can be accessed at http://www.fema.gov/national-incident- <br /> management-system/fema-technical-assistance-division. <br /> The following are allowable only within the period of performance of the contract: <br /> Recurring fees/charges associated with certain equipment, such as cell phones, <br /> faxes, etc. <br /> Leasing and/or renting of space for newly hired personnel during the period of <br /> performance of the grant program <br /> B. Training <br /> FY 2014 SHSP and UASI funds may be used to support attendance to allowable training <br /> deliveries and programs, as described below. FEMA funds must be used to supplement, not <br /> supplant, existing funds that have been appropriated for the same purpose. Allowable training- <br /> related costs include, but are not limited to, the following: <br /> Developing, Delivering, and Evaluating Training. Includes costs related to administering the <br /> training, planning, scheduling, facilities, materials and supplies, reproduction of materials, <br /> disability accommodations, and equipment. <br /> Training that promotes individual, family, or community safety and preparedness is encouraged, <br /> including: all-hazards safety training such as emergency preparedness, basic first aid, lifesaving <br /> skills, crime prevention and terrorism awareness, school preparedness, public health issues, <br /> chemical facility incidents, mitigation/property damage prevention, safety in the home, light <br /> search and rescue skills, principles of NIMS/ICS, volunteer management and volunteer activities, <br /> serving and integrating people with disabilities, pet care preparedness, CPR/AED training, identity <br /> theft workshops, terrorism awareness seminars, and disability-inclusive community preparedness <br /> conferences.
