As you go north to <br />south along the development, it can be seen that the developer <br />has gone to great lengths to buffer the residential from U.S.I, <br />and Attorney Henderson felt that requiring that Parcels 3 and 4 <br />be developed in some residential manner is unreasonable in view <br />of the property's proximity to"U.S.1. He informed the Board <br />that, in a last ditch effort to compromise, his client has agreed <br />he would be willing to change their application maintaining the <br />request for CN on the north side of Vista Royale Boulevard, but <br />changing the request to OCR for the parcels on the south side. <br />He asked that the Board also keep in mind that Barnett Bank owns <br />Parcel 3, and they would like to have a piece of property that <br />possibly codid be used for a branch bank. <br />Chairman Scurlock stated that he was told specifically that <br />Barnett Bank had no intention of putting in a branch bank there. <br />Fred West of Barnett Bank advised the Board that the bank <br />does not have current plans to put in a branch, but they may <br />change their mind if they can't sell the property as CL or CN. <br />Commissioner Bird noted that one of the primary concerns of <br />the residents relates to the sharing of their entranceway with <br />commercial. Parcel 1 has a considerable amount of frontage on <br />U.S.1, and Commissioner Bird wished to know, if we did agree with <br />the suggested compromise to rezone only Parcels 1 and 2 to CN, <br />whether it would not be a possibility that Parcel 1 could be <br />granted some access to U.S.I. <br />Director Keating reported that staff took just the opposite <br />position, which is specifically to require a non -access easement <br />there as part of the plat. <br />Attorney Quinn felt that part of the disagreement they have <br />with this is that it simply amounts to going through the back <br />door to achieve a node which they feel is inappropriate; once a <br />node is established, the next step is to expand it at some time, <br />and it is the same thing with the CN zoning. <br />32 <br />- M <br />M <br />
