Environment <br />The Comprehensive Plan designates 9.5 acres of the subject <br />property as environmentally sensitive. The applicant intends to <br />leave this property undeveloped and transfer the density of one <br />unit/acre (9 units) to the upland area of the subject property. <br />All of the subject property is in an A-10 flood hazard zone which <br />includes areas within the 100 year flood plain. Flood elevations. <br />range from elevation 6 at the west end of the upland property to <br />elevation S at the east end of the environmentally sensitive land. <br />Utilities <br />k <br />Water facilities are generally available in this area. The <br />developer will have to extend a water main to the property to be <br />served. County wastewater facilities are not currently available. <br />RECOMMENDATION <br />Based on. the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Discussion ensued in regard to the transfer of density <br />credits from the environmentally sensitive area (91 acres) and <br />from the Indian River Boulevard road right-of-way which will take <br />150' from the west side of the subject property. Chairman <br />Scurlock wished to know what the net actually will develop out to <br />at the proposed density, and Planner Shearer advised that they <br />will be able to transfer 9 units from the 91 acres and the <br />right-of-way will amount to about an acre or so; so, the part of <br />6t <br />the property that is developed would be at around 11 upa. <br />Chairman Scurlock informed the Board that we are on a grant <br />list for sewers for Rockridge; so, he was very concerned that any <br />projects that close to the river not be on septic tanks but be <br />serviced by some wastewater system that keeps it out of the <br />river. <br />Chief Planner Shearer felt by the time this project is ready <br />to be developed, we will have some type of sewer capability in <br />this area. <br />Commissioner Lyons stated that he would not want to see this <br />area developed except with some public system, and Commissioner <br />Bird concurred. <br />Some discussion followed in regard to sewer lines in the <br />Boulevard extension, and Chairman Scurlock brought up the <br />AUG 6 INS" 41 BOOK 65 P!,,E m112 <br />
