AUG 6 1986 Boa 65 FKU IPS <br />TO: Mike Wright DATE: July 2, 1985 FILE: <br />County Administrator <br />Thru: Sonny De Douglas School <br />General Sery Director SUBJECT: Cafeteria Rehabilitation <br />AFROnny Williams <br />superintendent REFERENCES: <br />Buildings & Grounds <br />Staff was requested to investigate requirements for conversion of the <br />Douglas School Cafeteria for use as a public assembly building. the <br />investigation included discussion with the County's Planning Staff, <br />Building Department Officials and Indian River County Environmental <br />Health Staff. The following is an outline of needed changes, repairs <br />and additions to the site and building as -required for its intended <br />use: <br />I. Site Work <br />TheeCafeteria was considered as a separate building and, <br />therefore, a separate site for the purpose of this <br />investigation. <br />a. Parking - a total of 18 spaces inclusive of 1 handicapped <br />space, would be required, this is based on 1 space per 200 <br />square feet of building served (Total of approximately 3,500 <br />square feet). Considering the building use as infrequent <br />(not daily), spaces would not require pavement. Sod over <br />stabalized base would be acceptable. <br />b. Landscaping - minimal landscaping would be required in <br />the parking area. Installation of five (5) trees and <br />shrubbery for hedges along the road right-of-way are the <br />expected additions. A sidewalk from the parking area to the <br />present entrance, approximately 75 feet by 4 feet wide will be <br />required. <br />C. Signage -. Proper entrance and exit signs for the parking <br />area and handicap spaces will be required. <br />d. Fencing - An entrance gate would be required in the <br />existing fencing to allow direct entrance from the parking <br />area. <br />e. Site Plan Approval - limits of development should be set <br />for the area of the cafeteria defining the area to be <br />considered for minor site plan approval. <br />II. Building Alterations <br />a. Water - A water source for the bathrooms must be provided. <br />An existing well is on site. However, for.the purposes of <br />serving the Cafeteria alone, it will be more economical to <br />install a new well, pump and tank. The existing well would <br />-fall within 75 feet of a proposed septic tank drainfield. <br />b. Sewage - The building is presently served by a grease <br />trap/septic tank. The effluent is discharged into a lift <br />station and transferred to a package sewer treatment plant on <br />the north end of the property.
