AUG 13 1986 Boa 65 p ,194 <br />and Chairman Scurlock agreed that we should have enough people <br />involved while the County goes through the bond issue. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />John Morrison, 531 Indian Harbor Road, spoke at great length <br />regarding his objections to the recommended appointments to the <br />Public Library Advisory Board and to what he felt is a premature <br />bond issue. Although he believed an expanded, improved library <br />system is very important to this county, he felt that more <br />studies should be done to see how that goal should be <br />accomplished. He noted that the Civic Association is critical of <br />the report that was done by library consultant Cecil Beach. Mr. <br />Morrison strongly recommended that the following matters be given <br />more attention before the County goes any further with their <br />plans for expansion, and urged the Board to table the proposed <br />ordinance until further study be done on the following items <br />1) Evaluation of existing libraries and their needs; <br />2) Analysis of reading material; <br />3) Adequate study of audio-visual trends; <br />4) Visitation of other libraries throughout the state and the <br />possibility of computer interfacing with those libraries. <br />Mr. Morrison did not mean to be critical of the present <br />Public Library Advisory Board, or imply that these people have <br />not been working in good faith, but he was disturbed to see this <br />matter getting so political. He stated he would support an <br />advisory board composed of 7 members, 5 from each district and 2 <br />members at large, but really felt the advisory board members <br />should be expanded to 9 members, to be chosen from anywhere in <br />the county. He asked the Commission to solicit resumes from the <br />many qualified people in the county with expertise in a variety <br />of areas important to the expansion of library services, such as <br />finance, real estate, architecture, etc. In conclusion, Mr. <br />Morrison expressed his disappointment about the fact that no <br />studies were made as to where the best location would be for the <br />main library. <br />32 <br />
