Commissioner Lyons had some dif.ficulty in agreeing with Mr. <br />Morrison that the people on the present advisory board are not <br />qualified to serve on the Public Library Advisory Board, and he <br />was bothered that Mr. Morrison thinks he has a patent on quali- <br />fications. He pointed out that the present committee has over 40 <br />years of library experience, university educations and people - <br />from all walks of life, and didn't see where we are going to get <br />this group of supermen that Mr. Morrison referred to. <br />Commissioner Bird expressed his concern about Locking in the <br />present members for two years, because he believed that since <br />this library system is going to cost the County over $2 -million <br />by the early 1990s, we need the very best people we can find to <br />handle this program. <br />Commissioner Lyons noted that we have a bank president and <br />an accountant on the present committee who tend to keep the <br />committee's feet on the ground. <br />Chairman Scurlock suggested a 9 -member board -- 5 members <br />appointed from each commissioner's district and 4 members at <br />large, and Commissioner Bird stated he would not have any trouble <br />with that, but felt their terms should be for one year only. <br />ti <br />Mr. Morrison preferred going to an 11 -member board so that <br />it would be easier to establish sub -committees. <br />Commissioner Lyons had difficulty in removing any of the <br />present members because the Committee has one whale of a lot of <br />expertise right now. He believed we would be doing these people <br />and the County a great disservice if we do not include them on <br />this advisory board for the first year. <br />William Koolage, 815 26th Avenue, admitted he was a little <br />hesitant in addressing the Commission on this matter because the <br />knowledge he has gained is very recent. However, he was <br />astounded to hear that we needed a consultant's report to <br />establish the need for expansion of the library system, and was <br />more than a little disturbed at the lack of any detailed planning <br />before the decision was made to go ahead with the $5.9 -million <br />66 33 <br />AUG 13 <br />�, BOOK 6 5 FmuE 9 5 <br />
