AUG <br />13 <br />1906 <br />nox 6 <br />Commissioner Wodtke felt <br />the library ad hoc committee did a <br />wonderful job, but would like to propose a different alternative <br />rather than proceeding with the ordinance before us today, and <br />that would be to adopt a resolution at next week's meeting <br />setting out the specifics that will be done prior to spending any <br />part of the $5.9 bond issue, and then go back to a Public Hearing <br />prior to validating any bond issue. By using that approach, he <br />felt we could get more support from the various organizations, <br />because, basically, everyone is saying that we need to expand our <br />library system. <br />Commissioner Lyons had no problem with a resolution to that <br />effect, and felt that he could go to the present Public Library <br />Advisory Board, which meets this afternoon, and ask them to come <br />up with a specific plan to be incorporated into the resolution. <br />Chairman Scurlock did not object to a resolution, but <br />thought we would be just beating around the bush; he wished to <br />see the Board go ahead today and establish the Public Library <br />Advisory Board, appoint them, and get on with it. He did not <br />want to suggest specific names, however, because like <br />Commissioner Bird, he would like to recommend one individual from <br />his district for appointment with whom he is comfortable, and he <br />felt we should go ahead and establish the advisory board through <br />the proposed ordinance and then pass a resolution talking about <br />specifics in terms of what the Commission will require before <br />expending the monies from the bond issues after they are <br />validated. He felt sure the entire $5.9 -million issue would be <br />validated, because that is the way it is done, and you don't get <br />the actual issue until you get your specific budgets. <br />Attorney Vitunac suggested a compromise of passing the <br />ordinance in resolution form today, but Chairman Scurlock <br />recommended passing the ordinance today with the modifications <br />suggested by Commissioner Bird: A 9 -member board with the <br />flexibility incorporated to expand the advisory board at public <br />meetings in the future when specific expertise is needed. <br />36 <br />
