r <br />Commissioner Lyons just wanted to be sure that Jean Versteeg <br />was included in the membership, and Chairman Scurlock recalled <br />that Mrs. Rondeau indicated that one member of the present board <br />would be resigning. <br />Commissioner Bowman felt the best approach would be for the <br />advisory board to establish ad hoc committees on various matters. <br />Attorney Barkett asked for clarification about the <br />membership, and Commissioner Scurlock explained that we are <br />talking about taking out the names that are listed in the <br />proposed ordinance and have 5 members appointed from each <br />district and 4 members at large and have the ability to expand <br />the board at the Commission's discretion through a majority vote <br />at any subsequent public hearing. <br />Commissioner Bowman suggested that in the case of a 9 -member <br />board being expanded, we would specify that a simple majority <br />would constitute a quorum. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Lyons, the Board unanimously adopted <br />Ordinance 86-60, establishing the IRC Public Library <br />Advisory Board at 9 members; 5 from each district, and <br />4 members at large; with their duties to begin as of <br />December 1, 1986; and that in the meantime the existing <br />9 individuals listed on Page 4 of the proposed <br />ordinance would continue to function as the interim <br />board; and that the ordinance include the flexibility <br />for the Board of County Commissioners to expand the <br />advisory board when necessary. <br />Commissioner Lyons left the meeting temporarily at 11;50 <br />o'clock. <br />37 <br />AUG 13 1986 Boor 6 FA -'.199 <br />
