BOONE �& <br />SUBJECT: WASTEWATER SYSTEM MASTER PLAN <br />0 <br />BACKGROUND <br />Due to the rapid growth of the utility system a county wide wastewate-- <br />system master plan is essential for orderly expansion of the s".,--- <br />Attached <br />vAttached for your review, is a copy of the proposal by Camp, Dr.--- <br />and <br />r-and McKee, Inc. (CDM), to provide a comprehensive county wide master <br />plan incorporating existing isolated studies of various segments of <br />the wastewater collection, treatment and disposal process. <br />ANALYSIS <br />The master plan proposed by CDM will serve the County's wastewater <br />planning needs through year 2005. The total cost of the master plan <br />is $72,300.00. Costs of .the master plan allocated on an area basis <br />are as follows: <br />City of Fellsmere Area $2,169.00 <br />City of Sebastian Area $11,134.00 <br />Remainder of the County $58,997.00 <br />(excluding City of Vero Beach) <br />TOTAL $72,300.00 <br />Funding for the project will come from impact fees spread over the <br />life of master plan (through the year 2005). Furthermore, we are <br />optimistic that the cities of Fellsmere and Sebastian would <br />participate in the funding of their respective portions of the <br />plan. <br />RECOMMENDATIONS <br />The Utilities Division recommends that the Board of County <br />Commissioners approve the proposal by Camp, Dresser and McKee, Inc. <br />for the comprehensive county wide wastewater master plan, authorize <br />payment in the amount of $72,300.00 for the master plan, and direct <br />the Utilities Division to initiate negotiations with the City of <br />Fellsmere and the City of Sebastian for participation in the project. <br />48 <br />
