Since subdivision of the property is not feasible <br />due to its narrow configuration, multiple -family zoning is <br />necessary to place more than one dwelling unit on a single parcel <br />of land. <br />Transportation System <br />The subject property has direct access to U.S Highway 1 <br />(classified as an arterial on the Thoroughfare Plan). The <br />maximum development of the subject property under the proposed <br />RM -6 zoning would generate up to 105 Average Annual Daily Trips <br />(AADT). The projected AADT will not decrease the existing <br />Level -of -Service "A" on U.S. Highway 1. <br />Environment <br />The subject property is located in the 100 year flood plain. The <br />portion of the property located along the Indian River is also <br />subject to coastal 'flooding and erosion due to wave action. The <br />subject property is not otherwise designated as environmentally <br />sensitive. <br />Utilities <br />'4 <br />Neither County sewer nor water is available to the subject <br />property at the present time. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Wodtke, SECONDED by Com- <br />missioner Bird, the Board unanimously closed the <br />public hearing. <br />ON MOTION by Commissioner Wodtke, SECONDED by Com- <br />missioner Lyons, the Board unanimously gdopted <br />Ordinance 86-61 rezoning 2.5 acres east of U.S.I <br />and south of S.R.
