Director Keating advised that about a year ago his <br />department started on a small area plan for Gifford but had to <br />put that on hold because of loss of some staff. Because it is an <br />MXD district, the Comprehensive Plan allows any type of zoning in <br />there, and the small area plan will determine where it is most <br />appropriate. The problem here is that the adjacent Lots are <br />residential and A he way the existing structure is set on the lot, <br />it would be very difficult to meet all site plan requirements. <br />In the ensuing discussion of various alternatives, Mr. <br />Saffold expressed his belief that redesigning the building for <br />residential use would be very expensive, but Commissioner Bird <br />felt redesigning it for commercial use would also be expensive. <br />It was pointed out to Mr. Saffold that if you have a use and <br />continue to use it, you are grandfathered in, but if the zoning <br />changes and you discontinue your use for a long period of time, <br />you can't re-establish that use without meeting the new require- <br />ments. <br />Commissioner Bowman felt Mr. Saffold should also understand <br />that this could not be made into a multiple family residence; it <br />has to be a single family house. <br />0 <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Bowman, to deny Mr. Saffold's request <br />for reestablishment of a nonconforming use. <br />Commissioner Bowman also wanted Mr. Saffold to understand <br />that when we began developing the Plan, the Gifford community <br />said they did not want to be an exception; they wanted to be <br />brought up to standard with the rest of the county. <br />Mr. Saffold expressed his belief that the people could not <br />afford to do that. <br />Commissioner Lyons noted we have another similar request on <br />today's agenda, and it seems a question has been raised as to <br />whether everyone should have to meet the same standards.
