He advised that this <br />matter was brought before the Data Processing Committee yesterday <br />and passed on a 3 to 1 vote, the one dissenter being Property <br />Appraiser Nolte who didn't want to accept the rather broad <br />figures in the recommendation. The other committee members felt <br />these figures were close enough for our purposes. <br />Chairman Scurlock asked if the request is for $70,000 more <br />for operating expense for 1986-87 and then in addition, they are <br />looking for capital. <br />This was confirmed by Commissioner Lyons. He stated that <br />they want to get into the cost of the building and be sure the <br />money is set up to take care of buying whatever equipment is <br />necessary and to get the programming done. <br />Chairman Scurlock asked where we are going to come up with <br />$70,000 in this budget year, and Commissioner Lyons felt it could <br />come out of the building itself. <br />The Chairman questioned how you get operating expenditure <br />out of a capital bond, and Commissioner Lyons pointed out that we <br />are also talking about programming. <br />Director Hylton noted that in his budget proposal to the <br />Board, the three positions he asked for were cut out. He had <br />asked for three people to start to design the system and write it <br />for the County Health Department, for the Sheriff, and for the <br />other departments. Starting a situation for the Health <br />Department from ground zero, which is what we would be doing, <br />would require additional people and you can't hire them two days <br />before they are supposed to operate the system. The $70,000 taken <br />out of the Data Processing budget covered roughly those three <br />employees. He believed the County would be better served to have <br />a system that is within their control, and it also had been Dr. <br />Tucker's feeling that this was the way to go because he did not <br />want to go it alone, which would require a full time staff. <br />Director Hylton believed that Data Processing will have the <br />53 <br />AUG 2 0 1986 13ooK 65 FacE X30 <br />
