AUG 2 0 1986 aooK �� FacE 481 <br />hardware to support the system come October as the Board <br />generously provided for this in the budget, but noted they did <br />take a tremendous beating when it came to personnel. He informed <br />the Board that the present staff in Data Processing has donated <br />over 3,000 hours in the last 18 months, and they cannot continue <br />to do that. <br />Chairman Scurlock asked h"ow this is handled for the Health <br />Department now, and Director Hylton advised that presently they <br />have no data-processing other than a few manual records. <br />The Chairman inquired how much it would cost to go buy a <br />program for them, and Director Hylton advised that he is <br />currently researching programs that will run on the System 38 so <br />they don't have to write the program, but he did not know the <br />availability yet. He noted that the Health Department has a <br />tremendous number of needs to be supplied in the program. <br />Chairman Scurlock stated that he did not have any problem <br />with the capital, which can be included in the additional <br />funding. Where he has a problem is that we are in a situation <br />where we will be ready to go to bid in about another month; then <br />it will be October or November before we can award the bid; and <br />then you have the construction period. <br />Commissioner Lyons felt that what we need to decide now is <br />are we going to proceed this way or aren't we. If we are, then <br />we want to be sure the capital is included in the building. The <br />programming can wait most of the year. That is an operating <br />expense. <br />Chairman Scurlock commented that he would be in favor of. <br />I <br />saying yes we want to do it, #1, but #2, that we don't fund the <br />$70,000 for programming next year but that we get the capital <br />amount and include that in the issue that is going to fund the <br />building. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Wodtke, to indicate that the Board <br />54 <br />
