Kea�elopir(ent <br />jing, .IgCP <br />Planning & De Director <br />FROM:Art Challacombe REFERENCES: DER/Garwood <br />Chief, Environmental Planning DIS:ARTCHA <br />It is requested that the data herein presented be given formal - <br />consideration by the Board of County Commissioners at their `- <br />regular meeting of September 2, 1986. <br />DEPARTMENT OF ENVIRONMENTAL REGULATION APPLICATION <br />FILE NO. 31-14000-4 <br />- Applicant: Mr. James Garwood, 1835 20th Street, Vera. - <br />Beach, Florida, 32960. <br />- Waterway & Location: The project is located in the Indian <br />River in John's Island, adjacent to Lot 2, Section 13, <br />Township 32 South, Range 39 East, Indian River County, <br />Florida. The upland property associated with the project <br />is located in the Town of Indian River Shores.- <br />- Work & Purpose: The applicant proposes to construct a <br />private single 4' x 50' dock with a 40' x 6' observation <br />deck for a total of 520 square feet. No sewage pump -out or <br />fueling- facilities are proposed. No dredging or filling <br />will be performed. <br />ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />- The Conservation & Coastal Zoning Management -Element of the <br />Indian River Comprehensive Plan <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region <br />- The Hutchinson Island Planning & Management Plan <br />- The Indian River County Code of Laws and Ordinances <br />The project is located in the Town of Indian River Shores. <br />Therefore, the focus of staff review is on potential County and <br />regional impact rather than site-specific impact; an in-depth <br />field inspection of the project site was not conducted. <br />Chapter 16Q-20 of the Florida Administrative Code sets para- <br />meters for private residential single docks located in the <br />Indian River Aquatic Preserve.
