SEP 2 1936 BOOK 6U F�'. E 5 70 <br />WORK & PURPOSE: The applicant proposes to construct a multi - <br />fa mily residential community covering approximately 854 acres <br />with 3000 dwelling units. The project also contains a com- <br />mercial marina, an office park, a shopping center and golf and <br />tennis facilities. Approximately 127,131 cubic yards of dredge <br />material, taken from lakes to be created on existing uplands, <br />will be placed over approximately 39.4 acres of jurisdictional <br />wetlands. As mitigation, a total of 114.0 acres of jurisdic <br />tional wetlands will be created from existing uplands and 5.2 <br />acres of existing wetlands will be rehabilitated. An existing <br />marina basin and entrance channel will be modified for com- <br />mercial use. The marina will provide docking for a maximum of <br />144 boats, of which one half will be restricted to sailboats. <br />The project site .is located in critical habitat for the West <br />Indian Manatee. The Corps of Engineers consulted with the U.S. <br />Fish and Wildlife Service to determine the impacts this project <br />may have on -the species. It has been determined that, with the <br />inclusion of conditions for the protection of the manatee, the <br />project, if issued, will not jeopardize the continued existence <br />of the species. These conditions include (but are not limited <br />to) educational information, speed restrictions and studies to <br />determine the abundance and distribution of manatees. <br />DESCRIPTION AND CONDITIONS: The Grand Harbor estuarine plan has <br />undergone numerous revisions since the Board of County Commis- <br />sioners approved the Grand Harbor DRI development order on <br />October 23, 1985. In the process of development order <br />compliance, the applicant has removed the previously depicted <br />marina basins, limiting the development to include only the <br />existing basin for marina purposes. In addition, the applicant <br />has increased the amount of "high" marsh that will be preserved <br />or created on site and has prepared a mosquito management plan <br />for the proposed wetland system. Planning staff, as well as the <br />Treasure Coast Regional Planning Council and the Governor's <br />Technical Subcommittee on Managed Salt Marshes is currently <br />reviewing all documents -and plans relating to the estuarine <br />-_-plan. <br />ALTERNATIVES & ANALYSIS: The Planning and Development Division <br />reviews and submits comments on dredge and fill applications to <br />the permitting agencies based upon the following: <br />The Conservation & Coastal Zoning Management Element of the <br />Indian River Comprehensive Plan <br />Coastal Zone Management, Interim Goals, Objectives and <br />Policies for the Treasure Coast Region <br />- The Hutchinson Island Planning & Management Plan <br />- The Indian River County Code of Laws and Ordinances <br />- Chapter 16Q-20, Florida Administrative Code <br />In addition to the above referenced documents planning staff is <br />reviewing this application as it relates to the Grand Harbor DRI <br />development order approved by the Board of County Commissioners <br />on October 23, 1985 (Resolution 85-128). <br />Condition number 8(d), Habitat, Vegetation and Wildlife, states <br />that the estuarine system must meet the following performance <br />standards: <br />It (estuarine plan) may include proposals to excavate or <br />fill any wetlands designated as exempted wetlands in <br />Exhibit -9 of this report. Excavation or fill proposals in <br />other wetlands (non-exempt wetlands) shall be limited to <br />those which are necessary to provide for the following <br />management objectives: <br />KVA <br />
