I <br />II <br />III <br />IV <br />V <br />restoration of tidal exchange between marsh habitat <br />and the Indian River Lagoon; <br />restoration of mosquito control functions and public <br />health values; <br />restoration of water quality; <br />development of adequate nursery habitat for fish; and <br />provisions for adequate flushing. <br />Currently, the plan contains approximately ten acres of <br />non-exempt wetlands proposed to be filled for golf course holes <br />and commercial areas. The applicant proposes mitigation by <br />restoring or creating an equal or greater amount of wetlands in <br />the exempt wetlands and upland areas. This proposal, however, <br />is not consistent with the adopted development order and there- <br />fore, requires that the development order be amended by the <br />Board of County Commissioners. <br />In reviewing the Corps application, staff has also found that <br />the latest estuarine plan proposal by the developer does not <br />coincide with the drawings on the Corps permit application, <br />therefore, it is difficult to adequately review this particular. -- <br />application submittal. It is staff's understanding that the = <br />Corps will forward the most current plans to all the reviewing <br />agencies in the near future. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners autho - - <br />rize staff to forward the following comments regarding this - <br />project to the U.S. Army Corps of Engineers: <br />1) The public notice sent to Indian River County on August.15, <br />1986 does not coincide with the latest plans submitted to <br />the County by the applicant. Indian River County will <br />forward its comments and recommendations upon receipt of <br />finalized drawings by the applicant. <br />2) The Grand Harbor project is currently under- review by <br />Indian River County and the Treasure Coast Regional Plan- <br />ning Council as a development of regional impact with <br />approval subject to conditions established in its develop- <br />ment order (Resolution 85-128). Based upon the application <br />drawings, the developer must obtain an amendment to the <br />development order from the County and Regional Planning <br />Council as well as approval of the final estuarine plan. <br />Chairman Scurlock asked why the Board was even considering <br />this plan since.it appears it must be modified, and Art <br />Challacombe, Chief of Environmental Planning, explained that he <br />wants the Army Corps to understand that we have our own <br />restrictions in the form of a Planned Residential Development <br />review and that the project is also under review by the Treasure <br />Coast Regional Council. Further, he wanted to reintroduce this <br />matter to the Board because the applic-atat is working towards <br />getting a number of approvals to the Planning & Zoning Commission <br />on September 25th before bringing them to this Board in October. <br />33 <br />L- SEP 2 1906 BOOK 65 FACE 571 <br />
