FF'_ <br />BOOP( 65 PAGE 572 <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />SECONDED by Commissioner Bowman, that the Board <br />authorize staff to forward the comments as set out <br />in the above memo to the DER. <br />Under discussion, Commissioner Lyons wanted to be sure that <br />this development does not get away from us as it seems to be <br />going into different directions at once. He believed we must <br />make sure that the site plan does not come in for approval before <br />all the other approvals have been obtained. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and carried unanimously. <br />CONTINUED DISCUSSION RE GIFFORD COMMUNITY CENTER <br />Chairman Scurlock reported that School Board Superintendent <br />James Burns has said that there are no strings attached to the <br />grant monies available to build the community center, and that <br />_after the School Board builds the center, they will turn the keys <br />over to the County, and it will be up to us to own, operate, and <br />maintain it. <br />Assistant County Attorney Bruce Barkett advised that the <br />specific appropriation in the bill signed by the Governor states <br />that these PECO funds are to be used by the School Board of <br />Indian River County for a capital outlay at Gifford High School. <br />Not knowing what that meant, he wrote to Russ Peterson, the <br />attorney for the School Board, and asked him some particular <br />questions, but has not received any answers as yet. He <br />emphasized that traditionally PECO funds are used or designated <br />for high schools and never used for community centers. <br />Chairman Scurlock did not intend to vote for acceptance of <br />the building, since the County is not looking to be in the <br />community center business. <br />34 <br />
