M r M <br />Commissioner Bowman realized that we can certainly use <br />additional educational facilities in this county, but did not <br />feel that a community center is up to the the County Commission. <br />Attorney Barkett stated that when Indian River Shores <br />donated the property to the County, they stipulated that it was <br />to be used for a community center within 3-4 years. Because of <br />that, we can control it and structure the lease any way we want <br />to. <br />Commissioner Bird noted that he has been on vacation since <br />he was appointed liaison on this matter and hasn't had a chance <br />to find out what.requirements are tied to using PECO funds to <br />build this structure. `- <br />Chairman Scurlock wanted to tell the School Board right up <br />front that we want them to own it, operate it, and maintain it, <br />but that if we can be of some assistance, then we will consider <br />it at that time. <br />Commissioner Bird believed that sometimes we have to be a <br />little flexible because there are some areas of the county where <br />the needs are different. He noted this will be brought back to <br />the Board before any commitment is made on accepting the funds to <br />build this community building. These people have had a -dream for <br />years about having this community center, and if there is a <br />possibility of receiving $250,000 in State funds, he felt that we <br />must pursue that and see if we can live with that. <br />Chairman Scurlock just did not want the dream to turn into a <br />nightmare, and Commissioner Lyons believed that we are going to <br />be handed a mickey by the School Board and did not find it very <br />palatable. <br />Discussion ensued regarding having the building deeded <br />directly to the Gifford Community or leasing it to them on a 99 <br />year lease, and Attorney Barkett advised that since we own the <br />land, they cannot build anything without obtaining a building <br />permit. <br />35 <br />BOOK P�gGEe� <br />
